Brow Children’s Services Gets Two New Members

The Children’s Service Council of Broward County has two new members, while three others have been reappointed.
Gov. Rick Scott announced his five appointments this week.
The council, a taxing agency whose life was spared by voters in the 2014 election, has a total of 11 members. The group spend about $63 million, the bulk from property taxes, to help and fund dozens of programs designed to improve the lives of children and their families in Broward.
The law stipulates that the other six members are:
- “The senior administrator of the Broward County Health department;
- “The superintendent of schools;
- “A local school board member, chosen by a majority of the School Board of Broward County;
- “The district administrator from district X of the department of Children and Family Services, or his or her designee who is a member of the Senior Management Service or of the Selected Exempt Service;
- “One member of the County Commission, chosen by a majority of the Broward County Board of County Commissioners;
- “A judge assigned to juveniles cases who shall sit as a voting member of the board, except that said judge shall not vote or participate in the setting of ad valorem taxes under this section. The chief judge of the 17th judicial circuit shall designate which judge shall serve on the board…”
Scott appointed:
- Cathy Donnelly, 53, of Fort Lauderdale, the director of community relations at Castle Group. She succeeds Elyse Claprood and is appointed for a term beginning June 29, 2015, and ending January 31, 2019.
- Tom P. Powers, 58, of Coral Spring, former City of Coral Springs Commissioner and Vice Mayor. He succeeds Tara Philipp and is appointed for a term beginning June 29, 2015, and ending January 31, 2019.
- Emilio Benitez, 56, of Hollywood, the president and chief executive officer of ChildNet Inc. He is reappointed for a term beginning June 29, 2015, and ending January 31, 2019. He is the current chair.

- Maria M. Schneider, 54, of Plantation, an assistant state attorney in charge of the juvenile division for the 17th Judicial Circuit of Florida. She is reappointed for a term beginning June 29, 2015, and ending January 31, 2019.
- Ana M. Valladares, 59, of Weston, the vice president of Design Nuovo Inc. She is reappointed for a term beginning June 29, 2015, and ending January 31, 2019.

These appointments are they “volunteer” or paid positions? How much are their salaries? When the the ASA attends CSA meetings during business hours at Satz’s office is she paid by both entities?

Volunteer. I would argue that having the Maria Schneider, who is the head of juvenile prosecutions, attend meetings which are designed to improve family life and thus deter crime among juveniles is a very important part of her job as an assistant attorney general.

Volunteer: a person who performs a service willingly and without pay.
Maria Schneider ASA $130,000.00 is a paid member unless she attends these “meetings” after her normal work day hours.
Emilio Benitez CEO Childnet, Inc compensation package $227,894.00, not a bad gig after all these programs are for the “children”.
